Reopening starts at 70% full vaccination
Stay-at-home orders for adults who have received both doses of the COVID-19 vaccine will be lifted from the Monday after NSW passes the 70% double vaccination target.
The roadmap is subject to further fine-tuning and health advice if circumstances change drastically or if cases within a designated area remain too high.
- Only fully vaccinated people and those with medical exemptions will have access to the freedoms allowed under the Reopening NSW roadmap.
- Non-vaccinated young people aged under 16 will be able to access all outdoor settings but will only be able to visit indoor venues with members of their household. Examples of indoor venues that they can only attend if they are with a vaccinated member of their household include: an indoor hospitality avenue, entertainment facilities and major recreation facilities.
- Employers must continue to allow employees to work from home if the employee is able to do so.
- There will be revised guidance on isolation for close and casual contacts who are fully vaccinated, with details to be provided closer to the reopening date.
- When NSW hits the 80% double dose target, the government intends to open up further freedoms around international travel, community sport, major events and other areas.
For people who are fully vaccinated
Gatherings in the home and public spaces
- Up to 5 visitors will be allowed in a home where all adults are vaccinated (not including children 12 and under).
- Up to 20 people can gather in outdoor settings.
Weddings, funerals and places of worship
- Up to 50 guests can attend weddings, with dancing permitted and eating and drinking only while seated.
- Up to 50 guests can attend funerals, with eating and drinking while seated.
- Churches and places of worship to open subject to 1 person per 4sqm rule, with no singing.
Venues including hospitality, retail stores and gyms
- Hospitality venues can reopen subject to 1 person per 4sqm inside and 1 person per 2sqm outside, with standing while drinking permitted outside.
- Retail stores can reopen under the 1 person per 4sqm rule (unvaccinated people will continue to only be able to access critical retail).
- Personal services such as hairdressers and nail salons can open with 1 person per 4sqm, capped at 5 clients per premises.
- Gyms and indoor recreation facilities can open under the 1 person per 4sqm rule and can offer classes for up to 20 people.
- Sporting facilities including swimming pools can reopen.
Stadiums, theatres and major outdoor recreation facilities
- Major recreation outdoor facilities including stadiums, racecourses, theme parks and zoos can reopen with 1 person per 4sqm, capped at 5000 people.
- Up to 500 people can attend ticketed and seated outdoor events.
- Indoor entertainment and information facilities including cinemas, theatres, music halls, museums and galleries can reopen with 1 person per 4sqm or 75% fixed seated capacity.
Travel
- Domestic travel, including trips to regional NSW, will be permitted.
- Caravan parks and camping grounds can open.
- Carpooling will be permitted.
Masks
- Masks will remain mandatory for all indoor public venues, including public transport, front-of-house hospitality, retail and business premises, on planes and at airports.
- Only hospitality staff will be required to wear a mask when outdoors.

Premier Gladys Berejiklian said we are well on the way to hitting the 70% double dose milestone which will allow the state to open up for those who have received both doses of a COVID-19 vaccine.
“I cannot stress enough how important it is for people to get vaccinated – if you have not had both doses of the vaccine by the time we hit the 70% milestone, you will not be able to take advantage of these freedoms,” Ms Berejiklian said.
Deputy Premier John Barilaro said the NSW Government has worked with industry to design this road map, which is our biggest incentive to get vaccinated, to reach the 70% target as soon as possible.
“Our roadmap outlines the freedoms that twice vaccinated people will enjoy once we reach 70% double dose which means a meal with loved ones or a drink with friends is just around the corner,” Mr Barilaro said.

Treasurer Dominic Perrottet said the easing of restrictions would come as a huge relief to struggling businesses and workers, who just want to get their lives back on track, safely.
“This roadmap gives us the light at the end of the tunnel we all want and will enable our economy to start firing again, driving our state back to prosperity,” Mr Perrottet said.
Health Minister Brad Hazzard said the government will continue to be guided by the health advice, and may still require targeted restrictions to deal with outbreaks.
“As we work toward reopening NSW, it is vital people continue to come forward and get vaccinated to help protect the community and reduce transmission of the virus,” Mr Hazzard.

It is good to read that a person who is in politics has condemned the apartheid statements by the NSW Premier!
‘The Leader of the United Australia Party, Craig Kelly, has condemned the statements made by NSW Premier Berejiklian at her daily media conferences.
“When I heard the NSW Premier yesterday say she ‘would not want to be anywhere with someone who is not vaccinated’ and ‘we can’t afford to have unvaccinated people with mixing vaccinated people’, I was outraged and absolutely disgusted,” Mr Kelly said.
“I have never heard such despicable, vile, divisive, unscientific and discriminatory comments from Australian political leader.
“The evidence and the science from overseas clearly shows that a person’s chance of having COVID and their chances of spreading it to others, is very similar regardless of whether they’ve been injected twice or not at all,” he said.
“Domestic Vaccine Passports are useless because a person who is fully vaccinated can still get infected and the spread the virus to others.”
“Berejiklian’s shameful plan to turn NSW into a bio-medical security state, where ‘vaccine apartheid’ is the norm and citizens are forced to show their private medical records just to get cut a haircut makes Australia an international laughing stock,” Craig Kelly said.

The New South Wales ‘Premier Gladys Berejiklian has said those who haven’t received the jab may not enjoy extra freedoms even when the state hits 80 per cent double vaccination.
In NSW, 46.2 per cent of the population has received two vaccine doses, with restrictions to ease significantly for vaccinated residents at 70 per cent.
However, Ms Berejiklian said unvaccinated people could still be living with tough restrictions even when 80 per cent double vaccination milestone is reached.
“Don’t assume that at 80 per cent double-dose vaccination that unvaccinated people are are going to have all those freedoms. I want to make that point very clear,” she said.
“The government is yet to finalise its plans in relation to what happens at 80% double dose. Our key message is – come forward and get vaccinated because once we start opening up at 70 per cent double-dose vaccination, the higher the rate of adult coverage, of people 16 and over, that are vaccinated, the better it is for all of us.”
Ms Berejiklian said it was everyone’s choice whether to get vaccinated, but warned those who choose not to get the jab “not to expect to do everything that vaccinated people do even when we hit 80 per cent”.
“I don’t want people to think they can sit back, let everybody else do the hard work and then turn up when it’s 80 per cent and get everything else that vaccinated people are. That’s not the right message,” she said.
“I want to say it clearly – that if you’re not vaccinated, you will not have the freedom or the freedoms that vaccinated people have even when we get to 80 per cent double dose.”
Ms Berejiklian said private businesses could also make the decision not to open to unvaccinated Australians.
The Premier’s warning follows comments from Deputy Premier John Barilaro that unvaccinated residents would have to wait up to four weeks after the state reaches that 80 per cent goal before they will see eased restrictions.
“There will be businesses that don’t like the idea [of mandatory vaccines] but the 70 per cent road map gives us an opportunity to open up the economy and lift restrictions,” Mr Barilaro told 2GB radio on Monday.
“If they don’t want to do it that’s fine, you might have to wait another three to four weeks after that when we get to 80 per cent and above. I apologise for that but it will only be a three to four weeks of short inconvenience.

An innocent slip of the tongue from the state’s chief health officer has sent some corners of the internet into a spin, led to furious commentary by fringe commentators and pricked up the ears of conspiracy theorists everywhere.

‘Churches in New South Wales will be required to use a vaccination certificate system once 70 percent of the population have received at least two injections of the COVID vaccine.
From mid-October, churches will be permitted to return to in-person worship on the provision that they only host vaccinated-only services.
Once the target is reached, places of worship must deny entry to any member of the congregation who is not fully vaccinated.
Chris O’Keefe of 9News said the state government has not yet signed off on the roadmap, however, “this is the plan that is being worked on, and it’s likely to be signed off on this week.”
Ironically, the news comes just days after the author’s of the Ezekiel Declaration received a barrage of criticism from certain church leaders for “preemptively” and “prematurely” suggesting the state governments would require a vaccination passport system within the church.

I do not personally know this man but came across his YouTube channel accidently. I am not sure what brought this police invasion into his home but he handled it, I think, pretty good. The police here in New South Wales have gone Nazi as far as I can see. What’s next for the average Joe that is just going about his daily life?
