The following is adapted from a talk delivered at Hillsdale College on October 4, 2022, during a Center for Constructive Alternatives conference on the topic of Russia.
‘According to what we hear from the White House and from the television networks, the issues at stake in the Ukraine War are simple. They concern the evil of Vladimir Putin, who woke up one morning and chose, whether out of sadism or insanity, to wreak unspeakable violence on his neighbors. Putin’s actions are described as an “unprovoked invasion” of a noble democracy by a corrupt autocracy. How we ought to respond is assumed to be a no-brainer. The United States has pledged vast quantities of its deadliest weaponry, along with aid that is likely to run into the hundreds of billions of dollars, and has brought large parts of the world economy—particularly in Europe—to a standstill.
Now, whenever people in power tell you something is a no-brainer, there’s a good chance that it’s a brainer. And the Ukraine War is more complicated than we’ve been led to assume.
There are reasons why the U.S. might want to project power into the Black Sea region. But we must not ignore that the politics of the region are extraordinarily complex, that the Ukraine conflict is full of paradoxes and optical illusions, and that the theater we are entering has been, over the past 150 years, the single most violent corner of the planet. And unless we learn to respect the complexity of the situation, we risk turning it into something more dangerous, both for Europeans and for ourselves.
Historic Roots of the Conflict
Putin invaded Ukraine after the U.S. rejected his demand for a guarantee that Ukraine not join NATO. We don’t have to excuse Putin, but we should note that, until quite recently, having Ukraine in NATO was a prospect that struck even many American foreign policy thinkers as a bad idea. These included George Kennan, who was one of the architects of the NATO alliance when the Cold War began in the late 1940s. Kennan was still alert and active, at about 90 years of age, when NATO won the Cold War at the turn of the 1990s. And in 1997, during the Clinton administration, he warned that American plans to push NATO borders “smack up to those of Russia” was the “greatest mistake of the entire post–Cold War era.”
John Mearsheimer, a professor at the University of Chicago, is a forceful representative of Kennan’s viewpoint. Mearsheimer is skeptical of “idealist” crusades, like the one in Iraq that George W. Bush drew the country into in 2003. He thinks President Bush dramatically overestimated the degree to which the U.S. could spread its values and its institutions. In light of present events, he especially faults Bush’s push to bring the former Soviet Republics of Georgia and Ukraine into NATO in 2008.
A lot of Americans in government at the time felt the same. One was William Burns, then President Bush’s ambassador in Moscow, now President Biden’s Director of Central Intelligence. In a memo to Secretary of State Condoleezza Rice, Burns wrote the following:
Ukrainian entry into NATO is the brightest of all red lines for the Russian elite (not just Putin). In more than two-and-a-half years of conversations with key Russian players, from knuckle-draggers in the dark recesses of the Kremlin to Putin’s sharpest liberal critics, I have yet to find anyone who views Ukraine in NATO as anything other than a direct challenge to Russian interests. [It would be seen] as throwing down the strategic gauntlet. Today’s Russia will respond. Russian-Ukrainian relations will go into a deep freeze. . . . It will create fertile soil for Russian meddling in Crimea and eastern Ukraine.
In thinking about why this would be the “brightest of all red lines,” consider why it was that the Ukraine problem didn’t get resolved at the end of the Cold War.
Russia is a vast country—the largest in the world. It’s not so much a country as an empire. Even today it has dozens of ethnic republics in it. Maybe you’ve heard of Chechnya or Tatarstan. But have you heard of Tuva? Or Mari-El? Or the Republic of Sakha? Sakha is four times the size of Texas, but it disappears inside of Russia. Back in the day, of course, this vast Russian empire was part of another empire, famously referred to by Ronald Reagan as the Evil Empire—that is, the Union of Soviet Socialist Republics. There were 15 Soviet Republics, including Russia, Ukraine, the Baltic states, Armenia, and Turkestan. And that bigger empire was part of an even bigger empire, which included the Eastern European “captive nations” of Poland and Hungary.
When Communism collapsed in the early 1990s, all these countries found their way to independence, most of them peacefully, some of them bloodily. But Ukraine, while nominally independent, remained bound to Russia in a number of informal ways—sometimes willingly, sometimes reluctantly. Russia kept its Black Sea fleet in Crimea, unmolested by Ukraine. Ukraine got cheap gas and desperately needed financial assistance.
Why wasn’t Ukraine able to make a clean break? Not because it forgot to. Not for lack of can-do spirit. It was just a really hard problem. With the possible exception of Latvia, Ukraine was the most Russian of the non-Russian Soviet Republics. Russian has for a long time been the language of its big cities, of its high culture, and of certain important regions.
If you had to give a one-word answer to what this Ukraine War is about, you would probably say Crimea. Crimea is a peninsula jutting out into the middle of the Black Sea. It’s where the great powers of Europe fought the bloodiest war of the century between Napoleon and World War I. It is a defensive superweapon. The country that controls it dominates the Black Sea and can project its military force into Europe, the Middle East, and even the steppes of Eurasia. And since the 1700s, that country has been Russia. Crimea has been the home of Russia’s warm water fleet for 250 years. It is the key to Russia’s southern defenses.
Crimea found itself within the borders of Ukraine because in 1954, the year after Stalin died, his successor Nikita Khrushchev signed it over to Ukraine. Historians now hotly debate why he did that. But while Crimea was administratively Ukrainian, it was culturally Russian. It showed on several occasions that it was as eager to break with Ukrainian rule as Ukraine was to break with Russian rule. In a referendum in January 1991, 93 percent of the citizens of Crimea voted for autonomy from Ukraine. In 1994, 83 percent voted for the establishment of a dual Crimean/Russian citizenship. We’ll leave aside the referendum held after the Russians arrived in 2014, which resulted in a similar percentage but remains controversial.
Enter the United States
With the end of Communism, Ukraine was beset by two big problems. First, it was corrupt. It was run by post-Communist oligarchs in a way that very much resembled Russia. In many ways Ukraine was worse off. In Russia, Putin—whatever else you may think of him—was at least able to rebuff those oligarchs who sought direct political control.
The second problem for Ukraine was that it was divided between a generally Russophile east and a generally Russophobe west. It was so divided, in fact, that Samuel Huntington devoted a long section in his book The Clash of Civilizations to the border between the two sections. But Huntington did not think that the line dividing them was civilizational. He wrote: “If civilization is what counts . . . the likelihood of violence between Ukrainians and Russians should be low. They are two Slavic, primarily Orthodox peoples who have had close relationships with each other for centuries.”
The U.S. didn’t see things that way. It backed the Russophobe western Ukrainian side against the Russophile eastern Ukrainian side. This orientation took hold in the Bush administration, during the democracy promotion blitz that accompanied the Iraq War. And in 2004, the U.S. intervened in a crooked election, helping to sponsor and coordinate the so-called Orange Revolution. But the pivotal moment—the moment when the region began to tip into violence—came in early 2014 under more dubious circumstances.
The previous year, Ukrainian diplomats had negotiated a free trade deal with the European Union that would have cut out Russia. Russia then outbid the EU with its own deal—which included $15 billion in incentives for Ukraine and continued naval basing rights for Russia—and Ukrainian President Viktor Yanukovich signed it. U.S.-backed protests broke out in Kiev’s main square, the Maidan, and in cities across the country. According to a speech made at the time by a State Department official, the U.S. had by that time spent $5 billion to influence Ukraine’s politics. And, considering that Ukraine then had a lower per capita income than Cuba, Jamaica, or Namibia, $5 billion could buy a lot of influence. An armory was raided, shootings near the Maidan left dozens of protesters dead, Yanukovich fled the country, and the U.S. played the central role in setting up a successor government.
That the U.S. would meddle with Russia’s vital interests this way created problems almost immediately. Like every Ukrainian government since the end of the Cold War, Yanukovich’s government was corrupt. Unlike many of them, it was legitimately elected, and the U.S. helped to overthrow it.
That was the point when Russia invaded Crimea. “Took over” might be a better description, because there was no loss of life due to the military operation. You can call this a brutal and unprovoked invasion or a reaction to American crowding. We cannot read Putin’s mind. But it would not be evidence of insincerity or insanity if Putin considered the Ukrainian coup—or uprising—a threat. That is what any military historian of the region would have said.
At the turn of the twentieth century, the strategist H.J. Mackinder called the expanse north of the Black Sea the “Geographical Pivot of History.” Zbigniew Brzezinski, who served as Secretary of State in the Carter administration, used the same “pivot” metaphor to describe Ukraine in his post–Cold War book The Grand Chessboard. “Without Ukraine,” Brzezinski wrote, “Russia ceases to be a Eurasian empire.”
The danger to Russia in 2014 was not just the loss of Russia’s largest naval base. It was that that naval base would be acquired by the world’s most sophisticated military power—a power that had shown itself to be Russia’s enemy and that would now sit, with all its weaponry, at Russia’s gateway to the world. When Russians describe Ukrainian membership in NATO as a mortal threat to their country’s survival, they are being sincere.
American and European leaders, although they deplored the Russian occupation of Crimea, seemed to understand that a Russia-controlled Crimea created a more stable equilibrium—and was more to the natives’ liking—than a Ukraine-controlled Crimea. President Obama mostly let sleeping dogs lie. So did President Trump. But they also made large transfers of advanced weaponry and military know-how to Ukraine. As a result, over time, a failed state defended by a ramshackle collection of oligarch-sponsored militias turned into the third-largest army in Europe—right behind Turkey and Russia—with a quarter million men under arms.
Then, on November 10 last year, Secretary of State Antony Blinken signed a “strategic partnership” with Ukraine. It not only committed the U.S. to Ukraine’s full integration into NATO but also stressed Ukraine’s claim to Crimea. This was hubris. Now the Black Sea region’s problems, in all their complexity, risk being thrown into our lap.
Our Problems in Ukraine
When Russia invaded, the U.S. stood by its potential future ally, but without much sense of proportion and seemingly without much attention to the stakes. Let us conclude by discussing the complex military, economic, and political problems we face in dealing with the Ukraine War.
Military Problems
I’m not competent to predict who is going to win this war. But given that Russia is much more powerful than Ukraine—both economically and militarily—the need for U.S. assistance will be immense and indefinite, no matter the war’s outcome. Keeping Ukraine in this war has already come at a high cost in weapons for the U.S. and a high cost in lives for Ukraine.
The U.S. is not just supporting Ukraine. It is fighting a war in Ukraine’s name. From early in the war, we have provided targeting information for drone strikes on Russian generals and missile attacks on Russian ships. Since this summer, the U.S. has been providing Ukraine with M142 HIMARS computer-targeted rocket artillery systems. Ukrainians may still be doing most of the dying, but the U.S. is responsible for most of the damage wrought on Russia’s troops.
This is a war with no natural stopping point. One can easily imagine scenarios in which winning might be more costly than losing. Should the U.S. pursue the war to ultimate victory, taking Crimea and admitting an ambivalent Ukraine into NATO, it will require a Korea-level military buildup to hold the ground taken. It will also change the West. The U.S.—for the first time—will have expanded NATO by conquest, occupying territories (Crimea and parts of eastern Ukraine) that don’t want it there.
Economic Problems
American policymakers have launched an unprecedented type of economic warfare against Russia. They expect it to be just as effective as battlefield warfare, but to generate none of the hard feelings. At American urging, Russia has been cut off from the private-but-universal Brussels-based SWIFT system, which is used for international financial transfers. And the U.S. has frozen the hard currency reserves of the Russian central bank—roughly $284 billion.
Long-term, these actions carry risks for the U.S. Our economic power—particularly the dollar’s status as a reserve currency, which permits us to sustain deficits that would bankrupt others—depends on our carrying out our fiduciary responsibilities to international institutions, remembering that the money we are managing is not ours. If you are a banker who pockets his depositors’ money, those depositors will look for another bank. The danger to the United States is that not only Russia, but also China and India, will set up alternative systems through which to move their money.
Political Problems
Finally, we should have learned from the latter stages of George W. Bush’s administration that it is hard to build a forceful foreign policy on top of a wobbly domestic mandate. This is especially true of the Biden administration, which seems unable to distinguish between domestic policy and foreign policy. At the one-month mark after the Russian invasion, for instance, the White House sent a message in which President Biden proclaimed his commitment to those affected by the Russian invasion—“especially vulnerable populations such as women, children, lesbian, gay, bisexual, transgender, and intersex (LGBTQI+) persons, and persons with disabilities.”
President Biden seems to view Russia’s conflict with Ukraine as one of autocracy versus democracy—the same framework he used to describe “MAGA Republicans” in his militaristically choreographed Philadelphia speech in early September.
We should not overestimate how much Americans know or care about Russia and Ukraine. In August, the Pew Center published a study listing the top 15 issues motivating voters in the 2022 elections. Here are those issues in order: the economy, guns, crime, health care, voting rules, education, the Supreme Court, abortion, energy policy, immigration, foreign policy, big government, climate change, race and ethnicity, and the coronavirus. Ukraine doesn’t appear on the list, and generic foreign policy didn’t make the top ten. That doesn’t look like a level of voter buy-in sufficient for running such big economic and military risks.
A dispassionate and honest discussion of Vladimir Putin’s conduct through the years would find much to criticize. Unfortunately, Putin’s name has been dragged into American politics primarily for the purpose of discrediting the presidency of Donald Trump. And the main thing Americans were told about Putin—that he and Trump colluded to steal the 2016 U.S. election—turned out to have no basis in fact. Since then, Congress has become as much an investigative body as a legislative chamber. Should Republicans end up with a majority in one or both houses of Congress next January, it would not be surprising if they investigated the allegation that President Biden’s family enriched itself by trading on his name with corrupt foreign elites—most prominently those in Ukraine.
The largest problem America faces is distrust, both at home and abroad. Thus far the war’s most important world-historical surprise has been the failure of the U.S. to rally a critical mass of what it used to call “the world community” to punish Russia’s contestation of the American-led world order. In the past few decades the U.S. has developed a method of intervention against those it considers ideological adversaries. The U.S. first expresses moral misgivings about a country and then tries to rally other countries to pressure it economically and to isolate it until it relents. This time, India and China did not join us in isolating Russia. It seems they fear that this same machinery can easily be cranked up against them if they’re not careful. And in fact it is being cranked up against China.
Another factor is surely that, after the Iraq War, other countries have less trust in the judgment of the U.S. as to which territories are likely to be suitable candidates for “spreading democracy.”
Finally, the big transformation that has been predicted for a generation now—that power would shift from the U.S. and Europe to Asia and other places—is now measurably underway. In the 1990s, between the Gulf War and the Iraq War, the U.S. and its Western European allies controlled 70 percent of world GDP; that number is now 43 percent. The West still does relatively well, but not so well that it can count on the rest of the world to rally behind it automatically. Whether in victory or defeat, Americans may be about to discover that you cannot run a twentieth century foreign policy with a twenty-first century society. ‘
The following is adapted from a talk delivered on July 20, 2022, at the Allan P. Kirby, Jr. Center for Constitutional Studies and Citizenship on Hillsdale’s Washington, D.C. campus, as part of the AWC Family Foundation Lecture Series.
‘Complaints by veteran soldiers about younger generations who lack discipline and traditional values are as old as war itself. Grizzled veterans in the Greek phalanx, Roman legions, and Napoleon’s elite corps all believed that the failings of the young would be the ruin of their armies. This is not the chief worry of grizzled American veterans today. The largest threat they see by far to our current military is the weakening of its fabric by radical progressive (or “woke”) policies being imposed, not by a rising generation of slackers, but by the very leaders charged with ensuring their readiness.
Wokeness in the military is being imposed by elected and appointed leaders in the White House, Congress, and the Pentagon who have little understanding of the purpose, character, traditions, and requirements of the institution they are trying to change. The push for it didn’t begin in the last two years under the Biden administration—nor will it automatically end if a non-woke administration is elected in 2024. Wokeness in the military has become ingrained. And unless the policies that flow from it are illegal or directly jeopardize readiness, senior military leaders have little alternative but to comply.
Woke ideology undermines military readiness in various ways. It undermines cohesiveness by emphasizing differences based on race, ethnicity, and sex. It undermines leadership authority by introducing questions about whether promotion is based on merit or quota requirements. It leads to military personnel serving in specialties and areas for which they are not qualified or ready. And it takes time and resources away from training activities and weapons development that contribute to readiness.
Wokeness in the military also affects relations between the military and society at large. It acts as a disincentive for many young Americans in terms of enlistment. And it undermines wholehearted support for the military by a significant portion of the American public at a time when it is needed the most.
Let me give some examples of what I mean by wokeness.
In 2015, then Secretary of the Navy Ray Mabus rejected out-of-hand a Marine Corps study concluding that gender-integrated combat formations did not move as quickly or shoot as accurately, and that women were twice as likely as men to suffer combat injuries. He rejected it because it did not comport with the Obama administration’s political agenda.
That same year the Department of Defense opened all combat jobs in the U.S. military to women, and Secretary of Defense Ashton Carter committed to “gender-neutral standards” to ensure that female servicemembers could meet the demanding rigors involved in qualifying for combat. Since then, the Army has been working for a decade to put in place the gender-neutral test promised by Carter. But after finding that women were not scoring as highly as men, and under fierce pressure from advocacy groups, the Army threw out the test. Now there is no test to determine whether any soldier can meet the fitness requirements for combat specialties.
In 2015, near the end of his second term, President Obama initiated a change to the Pentagon’s longstanding policy on transgender individuals in the military. Before that change could take effect, the incoming Trump administration put it on hold awaiting future study. Subsequent evidence presented to Secretary of Defense James Mattis—including the fact that transgender individuals suffering from gender dysphoria attempt suicide and experience severe anxiety at nine times the rate of the general population—raised legitimate concerns about their fitness for military service.
This led the Trump administration to impose reasonable restrictions on military service by those suffering gender dysphoria. But only hours after his inauguration in January 2021, President Biden signed an executive order that did away with these restrictions and opened military service to all transgender individuals. Since then, the Biden administration has decreed that active members of the military can take time off from their duties to obtain sex-change surgeries and all related hormones and drugs at taxpayer expense.
Along similar lines, the Biden administration has recently ended support for a longstanding policy prohibiting individuals infected with HIV from serving in combat zones. The policy had been based on sound science tied to the need for HIV medications and the danger of cross-infection through shared blood.
Physical fitness has long been a hallmark of the U.S. military. But in recent years, fitness standards have been progressively watered down in pursuit of the woke goal of “leveling the playing field.” The Army, for instance, recently lowered its minimum passing standards for pushups to an unimpressive total of ten and increased its minimum two-mile run time from 19 to 23 minutes. The new Space Force is considering doing away with periodic fitness testing altogether.
Back in 2016, Navy Secretary Mabus decreed that Navy sailors would no longer be known by traditional job titles such as “corpsman,” adopting instead new gender-neutral titles such as “medical technician.” The resulting blowback was so severe from enlisted sailors who cherished those historic titles that the Navy was forced to reverse the changes. But wokeness has a way of coming back, and last year the Navy released a training video to help sailors understand the proper way of using personal pronouns—a skill Americans have traditionally mastered in grade school. The video instructs servicemembers that they need to create a “safe space for everybody” by using “inclusive language”—for instance, saying “hey everybody” instead of “hey guys.” Can the return of gender-neutral job titles be far behind?
Much of the emphasis of wokeness today is on promoting the idea that America is fatally flawed by systemic racism and white privilege. Our fighting men and women are required to sit through indoctrination programs, often with roots in the Marxist tenets of critical race theory, either by Pentagon diktat or through carelessness by senior leaders who delegate their command responsibilities to private Diversity, Equity, and Inclusion instructors.
These indoctrination programs differentiate servicemembers along racial and gender lines, which runs completely counter to the military imperative to build cohesiveness based on common loyalties, training, and standards. Traditional training and education programs used to combat racial and sex discrimination have been supplanted by programs that promote discrimination by replacing the American ideal of equality with the progressive ideal of equity—which in practice means unequal treatment based on group identity.
The Biden administration’s Chief of Naval Operations, Admiral Michael Gilday, decided last year to add Ibram X. Kendi’s book, How to Be an Antiracist—one of the leading sourcebooks on critical race theory—to his list of recommended readings. To give an idea of how radical Kendi’s book is, one of its famous (or infamous) arguments is that “Capitalism is essentially racist,” and that “to truly be antiracist, you also have to be truly anticapitalist.”
Last year, Defense Secretary Lloyd Austin told the House Armed Services Committee, “We do not teach critical race theory, we don’t embrace critical race theory, and I think that’s a spurious conversation.” Despite repeated denials by Austin and others in the Pentagon that critical race theory is being taught in the military, there is no shortage of evidence to the contrary.
Indeed, last year a senior officer in the U.S. Space Force, Lt. Col. Matthew Lohmeier, was removed from command for publicly describing the role of critical race theory in indoctrinating servicemembers at his installation. And just this summer, multiple media outlets reported on training materials on the problems of “whiteness” obtained through Freedom of Information Act requests from the U.S. Military Academy at West Point. One training slide read: “In order to understand racial inequality and slavery, it is first necessary to address whiteness.”
Congressmen have obtained curricular materials from West Point showing lectures titled “Understanding Whiteness and White Rage” and classroom slides labeled “White Power at West Point.” When challenged about this, the Chairman of the Joint Chiefs of Staff General Mark Milley became defensive: “I wanna understand white rage, and I’m white,” he said. “I’ve read Mao Zedong. I’ve read Karl Marx. I’ve read Lenin. That doesn’t make me a communist.”
The rationale for reading communist writings in the service academies in the past has been that by doing so, we learned about our Soviet enemies at the time and how they thought. How is that analogous to reading Leftist tracts accusing white people (including servicemembers)—just by virtue of their being white—of racism?
Last year, Secretary Austin alarmingly called for a one-day military-wide stand-down to address the so-called problem of “extremism” in the ranks, despite the fact that there has been no evidence presented—including in testimony by senior officials—that there is a problem of extremism in the military. Commanding officers were required to discuss the topic using a PowerPoint presentation that included Ted Talks asking the question, “What is up with us white people?”
Since 2008, the Air Force has created at least eight “Barrier Analysis Working Groups” to “create an inclusive culture regardless of race, ethnicity, sex, orientation, religion, or disabilities.” These groups include the “Indigenous Nations Equality Team” and the “Lesbian, Gay, Bisexual, Transgender, Queer, or Questioning Initiatives Team.” President Biden signed an executive order in 2021 requiring all organizations in the military—as well as in the rest of the federal government—to create Diversity, Equity, and Inclusion (DEI) offices, to produce strategic DEI plans, and to create bureaucratic structures to report on progress towards DEI goals. The overall goal, Biden said, was “advancing equity for all”—again using the Left’s euphemism for achieving desired outcomes through discriminatory policies.
Wokeness also comes in the form of conflating the mission of the military with environmental ideology. A year ago, President Biden told a group of overseas Air Force airmen that the Joint Chiefs of Staff had determined that the greatest threat facing America was global warming—a claim the Joint Chiefs had to walk back. In the same vein, Biden signed an executive order imposing a massive regime of environmental goals and requirements for the Department of Defense. These goals included transitioning to all electric non-tactical vehicles by 2035, carbon-free electricity for military installations by that same year, and net zero emissions from those installations by 2050. As a result, the Pentagon recently announced it will devote over $3 billion of its already stretched-thin military budget to climate-related initiatives in 2023 alone.
Although direct “cause and effect” studies on the impact of woke policies such as these do not exist, common sense suggests that the consequences for military readiness are dramatic. Spending billions on woke programs while the Chinese are outpacing us on hypersonic weapons, quantum computing, and other important military technologies is one piece of evidence. Recent reports showing the military’s dismal failure to gain new recruits in adequate numbers is another. Is anyone surprised that potential recruits—many of whom come from rural or poor areas of the country—don’t want to spend their time being lectured about white privilege?
These ideological policies move the military in a divergent direction from the American mainstream. In a recent poll of voters, for instance, 69 percent oppose the teaching of critical race theory in schools. Relatedly, Americans are increasingly losing confidence in the military. Between 2021 and 2022, the percentage of Americans who report a great deal or quite a lot of confidence in the military decreased five percentage points, from 69 to 64. In 2012, this confidence level stood at 75 percent.
The bottom line is that precious time and money are being poured into woke programs and projects that would be better applied towards making the military more capable. The billions of dollars that will be spent on Pentagon climate change programs, the time and money spent in creating DEI structures and hiring DEI commissars, and the time spent indoctrinating servicemembers in critical race theory and addressing an imaginary crisis of extremism in the ranks—all this detracts from the purpose of our military: preserving the security and freedom of the American people and nation.
These costs come at a time when the current administration is not even proposing to fund the Department of Defense to keep up with the rate of inflation—and a time when serious threats from China and other adversaries have never been greater.
Last month, Ramstein Air Base in Germany scheduled a drag queen story hour at its base library, where drag queen Stacey Teed was scheduled to read to children. When lawmakers back home got wind of the event and wrote to the Secretary of the Air Force, the event was cancelled. This suggests that pushback can be effective against the tide of wokeness plaguing our military. But there needs to be a lot more pushback.
Legislation introduced this year in Congress would stop the teaching of critical race theory in the military, the creation of the multitudes of diversity offices and officials, and the rolling back of physical fitness requirements. While the ultimate success of these proposals in the legislative process is uncertain, they are a start at least.
The American military remains a faithful and loyal servant of the republic. Most Americans are still proud and trusting of our military. But this trust and support cannot be taken for granted. If Americans perceive that the military is being exploited for political purposes or being used for experiments in woke social policies, that support will evaporate, and the consequences will be dire.

‘Last month, the New York Times published an article about Hillsdale College and its Barney Charter School Initiative. As we’ve grown accustomed to expecting from the past year of misinformation, the article was misleading and dishonest. The article serves, however, as an opportunity to remind everyone what exactly these charter schools are and illuminate their purpose.
Probably the occasion for this article was the state of the state address in Tennessee, where Governor Bill Lee mentioned that he was asking Hillsdale College to help with charter schools in the state. This set off a firestorm that touches the most powerful political and educational forces in the land. They are bureaucracies, ruling in the name of their “expertise.” Anyone not a member in good standing of this bureaucratic system is an invader. The articles critical of us and everybody else doing charter schools imply that this bureaucracy is the essence of public education. We hold to the old view that teachers, students, and parents make up the public schools.
Each of our charter schools is a civic project involving hundreds of people from their local community. Often, those involved have school-aged children or grandchildren. If not, they are citizens who care deeply for the families and children who live in their city or town. They educate these kids because they love them—they want to show them things that are beautiful, true, and good.
And so these people—most of them are volunteers, mind you—spend countless hours learning how to manage a school, how to start sports leagues and band programs, create budgets, establish a board, draft applications, or find a school building. Founding a school is difficult, but these people do it for the sake of others—that’s a noble thing.
Why do they work so hard to open these schools in particular? It is because these schools want to help their children become wise, but also become good. Hillsdale charter schools offer an education in the classical liberal arts, emphasizing science, mathematics, literature, and history, but also teaching the arts, Latin, civics, philosophy, and ethics. The purpose of such an education is to form the hearts and minds of its students—to strengthen their characters as well as their intellects.
By the time these schools open, they are big, effective, and excellent. They go on to hire headmasters who know how to build a school culture and make the trains run on time. They attract dynamic teachers who love their subjects because they too have been personally transformed by them. Within a few years, they rank among the best in their districts and states.
When he visited the United States in 1831 and 1832, Frenchman Alexis de Tocqueville wrote about the American spirit of community in his book, Democracy in America: “In no country in the world do the citizens make such exertions for the commonwealth; and I am acquainted with no people which has established schools as numerous and as efficacious … better suited to the wants of the inhabitants.” At our charter schools, these efforts continue for the sake of an education better suited to the needs of the community.
Our charter schools are the work of their communities and those who live in them. They are built with love, and they take on the character of the people and communities that built them. And so, the students flourish there.
In stark contrast to much of what is reported in the news today, the students and parents at these schools are happy. Parents love seeing their children grow into fine young men and women, and the students are proud to see it in themselves, as well.
We use the Latin words alma mater when we refer to our former place of education. The words mean “nurturing mother”—I cannot think of a more nurturing educational environment than these schools.’ An Email from Hillsdale College’s president, Dr. Larry Arnn
‘Tennessee GOP Gov. Bill Lee has invited the private, conservative Hillsdale College to help open charter schools in his state as alternatives to public school that families and others in the state believe have far too liberal curricula.
Lee is making available as much as $32 million in public funds for the charter schools, which receive taxpayer funding to operate but are privately run.
They have traditionally served as an alternative to families with children in under-performing public schools.
The Hillsdale charter schools are neither owned nor managed by Hillsdale. Instead, the schools enter agreements to use the Hillsdale curriculum, and the small Michigan college provides training for faculty and staff, as well as other assistance – all free of charge, according to The New York Times.
A Hillsdale official told Just the News on Thursday it has received three applications to participate in the Tennessee program.
Hillsdale calls its lessons the “1776 Curriculum.”
School officials say the name is not in response to The New York Times’ “1619 Project” about so-called Critical Race Theory – which suggests America is inherently racist – but is “inspired by a deep admiration and respect for America’s Founders and the principles they expressed.
Public school parents have in recent months expressed large concerns about variations of critical race theory being taught to their children and have repeatedly brought their arguments to the public forum – including open school board meetings.
Hillsdale’s version teaches students that America is “an exceptionally good country.”
Critics of the 1776 Curriculum say it has an overly positive take on American history.
“It talks about the enormity of slavery, but in almost every case, everything that’s bad about America will be undone by what is good. Almost, literally, that American ideals will overcome whatever evils may be there,” Sean Wilentz, a Princeton professor told The Times.
Lee recently told Tennessee lawmakers: “For decades, Hillsdale College has been the standard-bearer in quality curriculum and in the responsibility of preserving American liberty. Accordingly, the nations of the world would have to surrender their sovereignty to an international body of experts. They would enlighten us on taxes, diversity, and green policies.
When former President Donald Trump got elected in 2016, marquee journalists announced partisan reporting would have to displace the old, supposedly disinterested approach to the news.
There is a common theme here.
In normal times progressives worry that they do not have public support for their policies. Only in crises do they feel that the political Left and media can merge to use apocalyptic times to ram through usually unpopular approaches to foreign and domestic problems.
We saw that last year: fleeing from Afghanistan, the embrace of critical race theory, trying to end the filibuster, pack the court, junk the Electoral College, and nationalize voting laws.
These “new orders” and “resets” always entail far bigger government and more unelected, powerful bureaucracies. Elites assume that their radical changes in energy use, media reporting, voting, sovereignty, and racial and ethnic quotas will never quite apply to themselves, the architects of such top-down changes.
So we common folk must quit fossil fuels, but not those who need to use corporate jets. Walls will not mar our borders but will protect the homes of Nancy Pelosi, Mark Zuckerberg, and Bill Gates.
Hunter Biden’s lost laptop will be declared, by fiat, not news. In contrast, the fake Alfa Bank “collusion” narrative will be national headline news for weeks.
Middle class lifestyles will be curbed as we are instructed to strive for sustainability and transition to apartment living and mass transit. But the Obamas will still keep their three mansions, and Silicon Valley futurists will insist on exemptions for their yachts.
In truth, we are about to see a radical reset—of the current reset. It will be a different sort of transformation than the elites are expecting and one that they should greatly fear.
The world and the United States are furious over hyperinflation that may soon exceed 10 percent per year. We will be lucky if it ends only in recession or stagflation, rather than a global depression.
The mess was created by the same apparat who bought into “modern monetary theory.” That silly university idea claimed prosperity would follow vastly expanding the money supply, keeping interest rates at de facto zero levels, running huge annual deficits, piling up unsustainable national debt, and subsidizing workers to stay home.
Natural gas and oil costs are now soaring to unsustainable levels—and to the point where the middle class simply will not be able to travel, keep warm in winter, or cool in summer.
Both in Europe and the United States left-wing governments deliberately curbed drilling and non-Russian pipelines. They shut down nuclear power plants and subsidized costly, inefficient solar and wind projects. They ended up not with utopia, but with fuel shortages, high prices, and energy dependency on the world’s most repressive regimes.
The woke revolution in the West was supposed to teach us that the “white male”-dominated Western world is toxic. Its origins, ascendence, and current leisure and affluence were supposedly due only to systemic exploitation, racism, and sexism.
Elites introduced cancel culture, doxxing, deplatforming, and social ostracism to shame these supposed exploiters and to destroy their lives and careers.
Few asked how a supposedly noxious West of some 2,500 years duration became the number one destination of millions of global non-Western migrants and offered the greatest degree of global prosperity and freedom for its citizens.
So a reset reckoning is coming—in reaction to the “new orders” championed by Biden and the Davos set.
In the November 2022 midterms, we are likely to see a historic “No!” to the orthodox left-wing agenda that has resulted in unsustainable inflation, unaffordable energy, war, and humiliation abroad, spiraling crime, racial hostility—as well as arrogant defiance from those who deliberately enacted these disastrous policies.
What will replace it is a return to what until recently had worked.
Closed and secure borders with only legal and measured immigration will return. Americans will demand tough police enforcement and deterrent sentencing, and a return to integration and the primacy of individual character rather than separatist fixations on the “color of our skin.”
The public will continue to tune out of the partisan and mediocre “mainstream” media. We will see greater increased production of oil and natural gas to transition us slowly to a wider variety of energy, strong national defense, and deterrent foreign policies.

The following is adapted from a speech delivered at a Hillsdale College reception in Overland Park, Kansas, on November 18, 2021.
‘Here are two questions pertinent to our times: (1) How would you reduce the greatest free republic in history to despotism in a short time? and (2) How would you stop that from happening? The answer to the first question has been provided in these last two disastrous years. The answer to the second has begun to emerge in recent months. Both are worthy of study.
Reducing a Great Republic to Despotism
To establish despotism in a nation like ours, you might begin, if you were smart, by building a bureaucracy of great complexity that commands a large percentage of the resources of the nation. You might give it rule-making powers, distributed across many agencies and centers inside the cabinet departments of government, as well as in 20 or more “independent” agencies—meaning independent of elected officials, and thus independent of the people.
This much has been done. It would require a doctoral thesis to list all the ways that rules are made in our federal government today, which would make for boring reading. The truth is that very few people not directly involved know how all this works. Although civics education is practically banned in America, most people still know what the Congress is and how its members are elected. But how many know how the Centers for Disease Control (CDC) came to be, under what authority it operates, and who is its head? Here is a clue: it is not Anthony Fauci.
Admittedly, this new kind of bureaucratic government would take—has taken—decades to erect, especially in the face of the resistance of the Constitution of the United States, which its very existence violates. But once it has been erected, things can happen very fast.
What, for example, if a new virus proliferates around the world? There have been procedures for dealing with such viruses for a long time. They begin with isolating the sick and protecting the vulnerable. But suddenly we have new procedures that attempt to isolate everybody. This is commanded by the CDC, an element of this bureaucratic structure, and by a maze of federal and state authorities, all of which see the benefit to themselves in getting involved. The result is that large sections of our economy were closed for months at a time, and citizens placed under the equivalent of house arrest. This has not happened before. The cost of it, and not just in monetary terms, is beyond calculation.
To set up a despotism capable of pulling this off you would need the media’s help. Those controlling the media today are trained in the same universities that invented the bureaucratic state, the same universities the senior bureaucrats attended. The media would need to be willing to suppress, for example, the fact that 50,000 doctors, scientists, and medical researchers signed the Great Barrington Declaration. That document reminds people that you cannot suppress a widely disseminated contagious virus through shutdowns and mass isolation, and that if you try, you will work immeasurable destruction of new kinds—unemployment, bankruptcy, depression, suicide, multiplying public debt, broken supply chains, and increases of other serious health problems. Some of the signatories to this Declaration come from the most distinguished universities in the world, but never mind: their views do not fit the narrative propagated by the powerful. They have been effectively cancelled, ignored by the media and suppressed by Big Tech.
You would need some help from business, too. As far as influence is concerned, “business” is dominated by large institutions—those comprising big business—whose leaders are also educated in the same universities that conceived bureaucratic government and trained the bureaucrats and media heads. This provides a ground of agreement between big business and the bureaucratic state. Anyway, agree or not, businesses are vulnerable to regulation, and to mitigate the risk of regulatory harm they play the game: they send lobbyists to Washington, make political contributions, hire armies of lawyers. If you are big enough to play the game, there are plenty of advantages to be won. If you are not big enough to play the game—well, in that case you are on your own.
Amidst the unprecedented lockdowns, imagine there comes an election, a time for the people to say if they approve of the new way of governing and of this vast, unprecedented intrusion into their lives. Then let us say that in several states the election rules and practices are altered by their executive branches—the people in charge of enforcing the law—on their own, without approval by their legislatures. Say this brazen violation of the separation of powers takes place in the name of the pandemic. One does not need to know what percentage of votes in the final tally were affected to see that this is fishy. No sensible person would place control of the election process in one party—any party—or in one branch—any branch—of the government, alone. In some crucial states, that was done.
Finally, to sustain this new kind of government, you would need to work on education. You might build a system of centralized influence, if not control, over every classroom in the land. You might require certification of the teachers with a bias toward the schools of education that train them in the approved way. These schools, poor but obedient cousins of the elite universities, are always up on the latest methods of “delivery” of instruction (we do not call it teaching anymore). These new methods do not require much actual knowledge, which can be supplied from above.
As far as content, you might set up a system of textbook adoption that guarantees to publishers a massive and captive market but requires them to submit proposed books to committees of “experts,” subject of course to political pressures. You might build a standard approved curriculum on the assumption that everything changes—even history, even principles. You might use this curriculum to lay the ground for holding everything old, everything previously thought high and noble, in contempt.
Doing this, incidentally, deprives the student of the motive to learn anything out of fashion today. It is a preparation not for a life of knowing and thinking, but for a life of compliance and conformity.
This is by no means an exhaustive account of what it would take to build a thoroughgoing tyranny—for further instruction, read Book Five of Aristotle’s Politics or George Orwell’s 1984. But it gives an idea of a mighty system, a system that seems unassailable, a system combining the powers of government and commerce, of education and communication. Money and power in such a system would accrue to the same hands. The people who benefit from the system would be the ruling class. Others would be frustrated. And such a system would tend to get worse, because the exercise of unchecked power does not bring out the best in people.
Any elaborate system of government must have a justification, and the justification of this one cannot simply be that those in the ruling class are entitled on the basis of their superiority. That argument went away with the divine right of kings. No, for the current ruling class, the justification is science. The claim of bureaucratic rule is a claim of expertise—of technical or scientific knowledge about everything. Listen to Fauci on Face the Nation, dismissing his critics in Congress as backward reactionaries. When those critics disagree with him, Fauci said recently, “They’re really criticizing science because I represent science. That’s dangerous.”
The problem with this kind of thinking was pointed out by a young Winston Churchill in a letter to the writer H.G. Wells in 1901. Churchill wrote:
Nothing would be more fatal than for the government of states to get into the hands of the experts. Expert knowledge is limited knowledge: and the unlimited ignorance of the plain man who knows only what hurts is a safer guide, than any vigorous direction of a specialised character. Why should you assume that all except doctors, engineers, etc. are drones or worse? . . . If the Ruler is to be an expert in anything he should be an expert in everything; and that is plainly impossible.
Churchill goes on to argue that practical judgment is the capacity necessary to making decisions. And practical judgment, he writes in many places, is something that everyone is capable of to varying degrees. Everyone, then, is equipped to guide his own life in the things that concern mainly himself.
Another thing about the experts is that they are not really engaged in the search for truth. Instead, the powerful among them suppress the obvious fact that there is wide disagreement among the experts. There always is.
God save us from falling completely into the hands of experts. But God has given us the wherewithal to save ourselves from that. So let us move to the second question posed above.
How to Defeat a Rising Despotism
In answering the second question, I will tell two stories that are suggestive.
The first took place in the small town of Jonesville, Michigan, five miles north of Hillsdale College. In our state, as in most places where the lockdowns were enforced, businesses were crippled or destroyed en masse. Restaurants were chief among them. One of our local restaurants is a 30-year-old diner called Spanglers Family Restaurant. Mitch Spangler is the proprietor. The business was founded by his late father, and Mitch was purchasing the business from his mother. The payments to his mother depended upon the revenues of the business, and his mother’s retirement depended upon the payments. The life’s work of two generations was at stake. Mitch was also helping to support a daughter in college.
This is not to mention the more than 20 employees whose livelihoods are dependent on Spanglers. “Our employees are moms who have kids,” Spangler told the local paper. “One of our employees is pregnant; another is a 19-year-old kid. This is his first job, and he just bought a car.” Our leaders in Washington treat it as a small thing when trillions are being thrown about. To the Spanglers and people like them, their relatively small revenue streams are everything.
Mr. Spangler was not prepared to surrender all this. When a second lockdown was ordered by Michigan’s governor a year ago last month, he kept his restaurant open. He put a sign on the door and posted on Facebook to make clear, among other things, that he was acting out of necessity for the sake of his business and the livelihoods of all those dependent on it; that precautions would be taken, including the installation of an electrostatic fogger that would disinfect the air; that he understood the thinking of those who would choose to stay away from his restaurant, but that he hoped they would understand his own thinking. “If you cannot support us, we understand,” he wrote, “but please allow us to have the freedom to do what we have to do.”
The wheels of bureaucracy began to grind. Spanglers was visited repeatedly by the health department, by the licensing authorities, and even by the agriculture department (one wonders what they had to do with it). Spangler was fined and threatened with forcible closure. But he persevered, never backing down, and his busines did well. On a typical weekend, not only locals but supporters from the neighboring states of Indiana and Ohio lined up outside to show their support.
Mitch Spangler is our kind of fellow, and the College gave him some help organizing his legal representation. We did not wish to be in the newspaper about this because we were facing our own pressures, and we too were determined to resist them. But Spangler was no good at keeping a secret: he wore a Hillsdale College t-shirt on FOX News and thanked us for our help. And when he had a little ceremony in his parking lot in the spring to thank his staff and his customers, I was honored to say a few words.
This may not seem on its face a big story, but it is a most important story. It is important because it is a story about the nature of human beings and of citizens and of our rights. The nature of a thing is the essence of a thing. One aspect of the nature of a human being is that he must eat to live. In condemnation of slavery, Abraham Lincoln loved to say that every man was created with a head, hands, and mouth, the implication being that the head should guide the hands in the feeding of the mouth. Because we are made to live this way, we are also determined to live this way. The alternative is dependence, which does not make us happy.
It should not therefore be surprising that, if you try to destroy the business of a man whose family has spent over 30 years building it, he will resist. Trying to strongarm people like Mitch Spangler is not a good idea. There are millions of them, and they have always made up the core of this greatest of free republics.
The second story is more famous, but it too is about nature—indeed, about that word’s most basic meaning. The word nature, as I said, refers to a thing’s essence, but it comes from the Latin word for birth. Our nature begins with how we are born and how we grow. Just as we are attached by nature to the way we get our livings, so we are attached by nature to our parents, and still more to our children. And this second story, set in Loudoun County, Virginia, is about parents and children.
In schools throughout Virginia, including in Loudoun County, children are being subjected to critical race theory (CRT). This involves lecturing children, especially those belonging to the non-preferred races, about the “structural evils” of which they are told they are part. Being taught alongside CRT is a distorted view of the history of our country, which true enough has its warts, but which surely has its glories as well—including glories about equal rights regardless of race. Between fighting the armies of the English monarch, the Confederacy, the Nazis, the communists, and Islamic terrorists, something nearing a million Americans have died for the cause of equal rights. These Americans have come in all colors.
Amidst statewide controversy over the teaching of CRT, the Loudoun County School Board also adopted a broad policy of recognizing “transgender” students in preference to their “biological sex” (excuse the redundancy). Even before this, boys were permitted to use girls’ bathrooms, in one of which there was an assault and rape of a female student by a “gender-fluid boy.” The boy in question was then allowed to attend another school in Loudoun County, where he assaulted another girl. This first girl’s parents were understandably outraged and, at the risk of being called narrow-minded, went so far as to complain to the school board.
Groups of parents who had already been protesting CRT and policies promoting transgenderism joined in the complaint. There was no violence at the school board meetings with one exception: law enforcement was summoned, and the outraged father of the assaulted and raped girl was bloodied and dragged out of one meeting. It is true, however, that voices were raised.
The National School Board Administration called upon the Biden administration to investigate these protesting parents as potential perpetrators of “domestic terrorism or hate crimes.” Remember, these parents were citizens attending a meeting of an elected body to tell their representatives what they think. The rights of petition and assembly are protected in the First Amendment. Except for certain preferred groups, these rights today appear to have been repealed.
U.S. Attorney General Merrick Garland intervened, instructing the FBI to investigate these parents and others around the country. The FBI’s Counterterrorism Division has reportedly deployed tools and resources normally reserved for terrorist threats against parents who are angry at school boards for what is occurring in their children’s schools. All this provoked massive support, across Virginia and around the nation, for the parents of Loudoun County.
This support is not surprising. By nature, parents love their children and feel responsibility for them. Citizens, especially one hopes American citizens, feel entitled to state their grievances. The Declaration of Independence itself contains a list of grievances against the King. The Biden administration reacted to these protests just as King George III reacted against the American colonists in the years leading up to the American Revolution: he called in law enforcement. And the people of Virginia reacted in a way reminiscent of the American colonists: they defeated the candidate for governor who took the position that parents should have nothing to do with their children’s education.
What do these two stories—one of them taking place in Hillsdale County, Michigan, a deep red county, and the other in Loudoun County, Virginia, which is deeply blue—have in common? In both stories we see reactions against violations of our rights, rights that we have by nature as human beings.
The story about Mitch Spangler is about our right to work and to store up the product of our labor so that we and our families can eat and thrive. The American Founders put this in terms of our natural right to property. The story about the parents of Loudoun County is about the natural right of mothers and fathers to raise their children. To interfere with these rights is to interfere with the nature of the human being.
These facts about nature were well known during the American Revolution, the very Revolution that is besmirched by the members of our ruling class today, just as it was besmirched by the ruling class at the time of the Revolution. It was the interference with the colonists’ natural rights by that former ruling class that led to the American Revolution. These recent stories from Michigan and Virginia show that we Americans do not seem to like that interference any better today.
In addition to the right to make a living and the right to raise our children, we have the right to participate in our government, even if we are not experts, and the right to look to the heavens and not to our ruling class for guidance. We have these rights because we—every single one of us—were born with them sewn by God into our nature, and we cannot find our earthly fulfillment without them.
If we put these facts together as a people, we will have recovered the understanding that produced the American Revolution. We will stop these current predations upon our rights. We will bring this overwhelming government back where it belongs, under the control of the people.
The signs of such a movement are emerging.
